The design for the Regional Administration Building and Freedom Square aims to revitalize a key public space in Kharkiv, Ukraine. Set in the heart of the city, the project seeks to enhance both the cultural and civic roles of Freedom Square. By addressing the needs of the community impacted by recent conflicts, the design focuses on creating a vibrant area for social interaction and public events. The concept centers around making the square functional for daily use while also accommodating larger gatherings.

Site Integration

The design prioritizes pedestrian movement to foster an inviting environment. Existing pathways will be expanded and improved to create better connections within Freedom Square and between important nearby landmarks, including the Kharkiv Opera House and the Old City. Enhanced accessibility transforms the square into a central gathering space, encouraging community use and engagement.

Preservation and Enhancements

A significant feature of the design is the preservation of the historic fountain located in Freedom Square. This fountain serves as a key element in the layout and will be accentuated with the addition of a bridge to enhance its visual appeal. Furthermore, water features will be integrated into the square, drawing inspiration from the Lopan and Kharkiv rivers and adding to the overall tranquility and beauty of the area.

Material Considerations

The Regional Administration Building will be adapted with great care, balancing historical significance with contemporary needs. The design includes the use of smart glass to improve energy efficiency, addressing the climatic conditions in Kharkiv. This choice supports better temperature regulation, contributing to the comfort of building users throughout different seasons.

Urban Microclimate Response

A thorough analysis of the urban microclimate is incorporated into the design process, acknowledging the varied weather patterns typical of Kharkiv. The Buildner’s Unbuilt Award 2025 is an international architecture competition dedicated to recognizing and celebrating the value of unrealized architectural designs. It invites architects, designers, and students worldwide to submit visionary projects that have not yet been constructed, highlighting the power of ideas and the creativity behind the design process. By focusing on unbuilt work, the competition aims to bring forward concepts that shape the future of architecture and push the boundaries of the profession. 

Participants can compete in three categories based on project scale: Small Wonders (up to 100 m²), Medium Marvels (101–999 m²), and Large Visions (over 1,000 m²). Each category winner will receive €20,000, and additional prizes include honorable mentions, student awards, and a special Best Presentation Award. Winning projects will gain significant international exposure through Buildner’s publicity campaign and a feature article on ArchDaily, providing a unique opportunity to showcase creative ideas to a global audience. 

The Buildner’s Unbuilt Award 2025 encourages entrants to submit any type of unbuilt project, from conceptual visions to detailed designs, celebrating bold innovation without the constraints of realization. Important deadlines: registration closes on October 30, 2025; submissions are due by November 20, 2025; winners will be announced on December 17, 2025.
